Order cycle exchange form, only set red border on pickup_time field if empty
...
The red border is set by setting pickup_time as $dirty, it then blocks next button and add leave page warning when it is not necessary, this is a fix for it.

Catch JS error on OC page
...
Calling `when variant.id in enterprise_rules` raised an error when
enterprise_rules was null.
Fixing this then revealed a missing require statement in a controller.

Fix datetime picker translations on Order cycles screen
...
So the thing is we initialize jQuery plugin on `admin/util.js.erb` but
then we override those defaults on order_cycles.js.erb.coffe. Now both
plugin initializations use the same defaults. Also added 3 missing
translations for `Done`, `Now` and `Time` copies on that timepicker popover

Simple create makes a new type of call to exchange products with no exchange_id and no prder_cycle_id, it simply lists supplied products for a given enterprise

Make total number of products in exchange work again.
...
Currently we are just loading the products from the server and count them.
This can be improved easily in two ways:
- we can switch this to a specific product count call to the server so that we dont load all products all the time
- or we paginate the products result and fetch the total_number from the payload of the first page.
