`webpack-cli` is a dependency of `@rails/webpacker` but needs to be at version 3.x, we can just cut it from the explicit dependecy list and the correct version will be installed. `webpack-dev-server` version 3.x corresponds (unhelpfully) to `webpacker` 4.x, and needs to be left that way. Dependabot tries to change it occasionally, but it should not be updated to 4.x
