Hide deprecated StripeConnect payment gateway
...
StripeConnect has been replaced by StripeSCA but some people still use
the old StripeConnect. Let's prevent people from creating deprecated
payment methods before migrating existing data.

We need to use a completed order in the test setup here or it doesn't behave correctly. `order.completed_at` is nil, for example.
