0e95b3211b Disable most OutputSafety warnings 
These all seem to require html_safe/raw, so we'll permit it.
Some of the spree code is a bit strange and could probably be improved, but I think it's ok for now.

e12cf2aa4c Simplify feature check for multiple actors at once 
I think that it's a valid case to check a feature toggle against the
user and an enterprise. You may want to check with only one user first,
then activate it for a whole enterprise and lastly activate the feature
globally.

a951fd2c06 Create a new method pdf_stylesheet_pack_tag that actually include CSS file 
If running in developpement (ie. `Webpacker.dev_server.running?`), use webpacker to actually render/serve the CSS files.

182f0f66b6 Refactor FeatureToggle to toggle depending on user 
This enables showing features to individual users only, which enables us
to deploy features that are not yet released to gather feedback from
product and testing, while no users have access to it.
