This happened back in 2015 through
9c9051498b, but two places were missed.
One was a code comment so did not affect anything (other than confused
code readers I guess?). The other one did create a regression but was
later fixed by 18d966f0de in 2021.
Remove shop-tabs controllers since we can listen on `"data-action":
"orderCycleSelected@window->tabs-and-panels#activateDefaultPanel"`
Test for cases:
* activate by clicking on tab
* activateDefaultPanel on orderCycleSelected event
* activateFromWindowLocationOrDefaultPanelTarget to activate tab based
on achor in URL

It looks like this bug was accidentally introduced during a refactor in
e5ca494db8. The `bo-html` attribute was
replaced with `ng-html`, but it appears that it should actually have
used `ng-bind-html`
(https://docs.angularjs.org/api/ng/directive/ngBindHtml) because the
former is not a valid AngularJS directive.
It was also necessary to bubble up the `.cta-container` class in order to
get the appropriate styling on the title.
