Keep status bar with message without auto-close
...
The message would disappear after five seconds which can be confusing
for the user (they may miss an important message) and makes our specs
flaky.

Re-use NavigationCheck logic
...
The enterprise switcher now uses the same code as NavigationCheck to
confirm leaving a changed form. This makes FormState obsolete.
