<button> elements don't inherit font-family from parent by default
in all browsers, causing a visible font mismatch between the
link-based buttons (Back To Store, Back To Website, Cancel Order)
and the button-tag-based Save Changes button on the order
confirmation page.
Add `font-family: inherit` to the base `.button, button` rule so
all button elements use the inherited page font (Roboto). Remove the
now-redundant `font-family: $body-font` from the `.primary` rule.

The Admin V3 styles are now the primary styles for the application. This change promotes the `admin_v3` directory to `admin` and archives the old styles.
Changes:
- Renamed `app/webpacker/css/admin_v3` to `app/webpacker/css/admin`.
- Renamed the previous `app/webpacker/css/admin` to `app/webpacker/css/admin_legacy`.
- Moved all files referenced by V3 styles from the legacy directory to the new `admin` directory.
- Updated imports in `all.scss` to distinct local files instead of relative paths.
- Cleaned up `admin_legacy` by removing files that are duplicates (by name or content) of the new admin styles.
- Updated `admin-style-v3` pack to point to the new location.
Completes migration to the new admin v3 styling system by:
- Removing conditional stylesheet inclusion in admin head
- Deleting all legacy admin style files and components
- Making admin-style-v3 the default and only stylesheet
This change reduces maintenance overhead and simplifies the admin styling codebase by removing the old styling system that was being conditionally loaded based on feature flags.
The default aqua link colour looked aweful on orange/red background. I
tried a few different standard colours but couldn't get it right. So I
reverted to the web standard link style: underline. That's looks pretty
good. I personally think that we should use the more for links.
Tags' rules are still coming from the old admin styles hence had to add
the new (admin_v3) border variable to the old one.
Has a hard coded colour value of #2e3132 as it has no access
to the new colours.
Inputs include custom made ones such as tags, select2s and tom selects.
Some border radii were using mixins but not utilising it, hence they
are now variables.
1. Border colour did not have sufficient contrast. New contrast ratio
passes WCAG AA for Graphical Objects and user interface components.
2. New border variable to aid consistency and future maintanance.
